Dedicated Server with SpongeForge will not start up with EnderIO

Issue Description:
I'm running spongeforge 7.3.0 on a dedicated server (1.12.2) and it runs into an issue on loading Ender.io 5.3.70. Console says the following:
Exception caught during firing event crazypants.enderio.base.events.EnderIOLifecycleEvent$ServerStarting$Dedicated@1b9a96b6:java.lang.NullPointerException:
The Crashlog does not reveal enough information for a mind like me - any changes that I can easily make to make it work
NOTE: Running it client-side on Forge makes it work as it should
What happens:
Shows error message: [14:45:20] [Server thread/ERROR] [FML]: Exception caught during firing event crazypants.enderio.base.events.EnderIOLifecycleEvent$ServerStarting$Dedicated@1b9a96b6:java.lang.NullPointerException: Houston we have a problem: 'Cannot access config before it was initialized!'.
What you expected to happen:
The server to start up and load normally

- Add EnderIO to a dedicated server running SpongeForge 7.3.0
- Start up server
...
