Issue Description: Server Config De-Sync

What happens:

I've been trying to set the Ender Pickaxe Explosive upgrade to mine ALL blocks on a server, but for some reason it is not being applied in game. Even after checking in single player that the config I changed was the correct and that it indeed did function properly It did not

What you expected to happen:

By changing the server config and setting the target for which blocks the "Ender Pickaxe: Dark steel Explosive Upgrade" breaks to ALL should allow it to mine all ores in the AOE when targeting an ore, but instead does not

1. Set S:targets of enderio.cfg to 'ALL'
2. Save config
3. Restart server
   ...
