Sapling drop rates should be configurable

The drop rates for saplings should be configurable per-tree.

It's possible to get ~3 stacks of saplings from a single tree... good if you want to make an insane amount of forestry biomass, perhaps, but nonetheless ridiculous. If I can manage to get mcp et al working I'll submit a proper PR (which would probably consist of reducing the redwood sapling drop rate to 10% of current).

This has been brought up before and the decision was made to leave it as it is for now...with all tree drops being looked at for v4. People have feelings both ways on this...some feel as you do and some like having that many. Personally I like the amount that drop from them as they are huge trees and should have a lot more saplings than normal trees and as I prefer not to have a tree farm, I don't have to spend all day cutting trees to get biomass for my Forestry things.

Perhaps in v4 we can make it configurable so people have a choice one way or the other.

Well, yes and no. We now have 2 types one that allows for the sapling drop rate on the fir and redwood to be changed and the type that relates to the self planting sapling ability that we added to all of our trees. This probably needs to be looked at as one might over write the other? I'm thinking that the one that just affects the fir and redwood maybe needs to be removed in favor of the one that controls the self planting.

If they don't affect each other, then we probably should make the sapling drop rate for all of our trees be able to be configured or at least for the 2x trees.
