Add a white dye so that white flowers can be turned into a dye just like any other flower.

Isn't bonemeal the existing white dye?

... hmm, it does have two functions then -- both bleaching wool white, and growing things.

We are adding new flowers and want to have a dye for each one. White dye
does not grow things...it's simply for changing the color.

We are skipping adding white dye for v3 as the white flowers already have a use in making gray dye.
