Old configuration detection and upgrading.

Moving the config file out of it's own directory and then adding a version number in it should allow us to know what we need to change in the config file in the event of future updates.
The config version still needs to be added to the new file and we need to import the setting from the old config file.
Any thoughts on whether we should delete the old config file and directory?
I don't think we should delete it, but if the old file exists we should add a category comment to the first category stating that the location changed and that this file will be ignored.
maybe suffix the directory name extrabiomesMOVED to make it more obvious.
after all not everyone knows how to deal with configs and this would make
it far more obvious.
