A couple of problems here:

• under certain conditions (I think involving turbine consuming steam faster than it is arriving) turbines generate no condensed liquid. Reactor is reporting 59mB/t vapour output (no thanks to Immersive Engineering fluid pipe/pump mechanics) but I believe the turbine is actually consuming only 50mB/t. This turbine has levelled off at 355RPM (and 164FE/t). The Coolant Fluid tank rises only for the duration that there is steam in the Vapour Fluid tank.
  

• controller renders as offline, when it's not.
