I probably introduced a regression when a theme does not have a base.

Try with theme:cave.

Examples of weird behaviour are the dungeon spawning without a staircase & tower or without a staircase room.

This seems to be by design, despite being surprising. It might be nice to provide a default base theme when users do not configure one.
