Arrow keys can select background elements with a pop up opene

When using arrow keys while a pop up is open, if there is no other element that can be selected from the pop up other elements from the base config menu can be selected

This is related to other issues involving popups, that will all be resolved together when I stop listening to keybinds from the screen itself while a popup is open (only the popup should be listening)
