Kelp Items are no longer obtainable

I tried this with the mod by itself outside the Modpack and kelp no longer drops when I break the plant.

Please fix! :)

You can use the config to change drops btw.

"Fixed" in v4.7.
You have to regenerate configs for it to take effect.
