Suggestion: Redstone fluid valve

I wish there was a way to control tanks with redstone, or have some kind of fluid duct that can be turned on/off with redstone... As it stands now, even with other mods, I have no way of turning on/off the flow of fluids while retaining the infinite throughput of HBM fluid ducts.
I want to build a reactor that can recycle the steam via a cooling tower but if I recycle the steam in addition to supplying new water then the system overflows with too much fluid, and I can't just build a closed loop because you lose some water in the turbines. I was thinking of using redstone to create a valve that can supply water to the system when its low, but the only way I can reliably make a redstone fluid valve is using Mekanism or Thermal fluid pipes and even the highest teir of mekanism and thermal pipes have absolute shit throughput, not enough to keep up with demand, and thus reactor melts down.

That is fixed now - turbines are perfectly lossless
