Server freezes and very long loading of new chunks, and some other errors

Issue Description
Freezing during new territory loading
- Problem: The server experiences a temporary freeze (similar TPS drop) during the loading of a new territory.
- Console Messages:
[13:06:00] [Server thread/WARN] [FML]: HBM's Nuclear Tech - Extended Edition loaded a new chunk [-14, -60] in dimension 0 (overworld) while populating chunk [-13, -59], causing cascading worldgen lag.
[13:06:00] [Server thread/WARN] [FML]: Please report this to the mod's issue tracker. This log can be disabled in the Forge config.
Enchantment Switching Error
- Problem: When switching the enchantment of the pickaxe to the right mouse button, an error occurs. Messages about changing enchantments are not displayed in the chat as in previous versions.
- Error Message:
[13:03:30] [Server thread/FATAL] [net.minecraft.server.MinecraftServer]: Error executing task
java.util.concurrent.ExecutionException: java.lang.NoClassDefFoundError: net/minecraft/client/resources/I18n
