Steel tank does not fill empty buckets.

Trying to put liquids into buckets from steel tanks will drain the tank of 1000mB but the bucket will stay empty.
This was tested using a modpack at first then with just the NTM mod.
Mod version: NTM-Extended-1.12.2-2.0.2
Forge version: 1.12.2-14.23.5.2860
