HempCraft (Fabric) is a mod designed by yours truly (and with some help of some buds) is a simple mod that brings hemp to Minecraft! Rather than having to brew potions and grind for those ingredients, why not farm for them instead? You can grow, harvest, and well "consume" your harvest products!
Well right now, there isn't any natural spawning items (you will need to manually spawn in some seeds etc...), but other than that most of the mod does function.
Once you have your seeds you plant them, harvest them, then craft the components into "smokeable" objects.
There are many strains included in HempCraft, but each strain (and its grade) has different effects. Only Grade A strains have negative effects (slowness).

Simple, find some seeds, grow some crops, harvest said crops. From there you have 3 options, joints, cones, or blunts. Only difference between the 3 is the time the effects last for.
