So this is to preven cheaters withxray or wallhack, you know that there arent anticheats for sponge, forge or even spigot that prevent this so your mod will be downloaded by almost all servers.
How it should work: the server should only send packets of players that have a direct line of sight (so you have to be looking in the direction of a player) and arent behind solid blocks, also to prevent lag add a timer so if someone starts receiving packets from a player it will keep receiving the packets no matter what for some time like 10 seconds.
i know that this is like a whole new mod but your mods seems similar so i think that you can add this.
