Goal: Rewrite the radar into a better system for defending bases.

Reason: Current version is trash and has been since it was created (no offense calc). It requires the combination of a direct radar and pre-targeted missile launcher. For most players this is challanging to setup for a proper defense and honestly unusable. Even with more complex setups using computer craft it can be a labor heavy task.

I doubt this was intentional in the design by Calclavia. Not that is matters as the goal is to make the system as usable as possible now.
