Current launchers are hardcoded to require a base, frames, and control panel. We should rework this to make only the base required. Allowing for other mods to introduce new frames and consoles for usage. Specifically this will improve computer craft usage.

Long term we can use this as a way to introduce 1x1 missile launchers. Allowing players to be more creative with builds and less restricted by the multi-block design.

Also, original design for launchers was never meant to be a multi-block. This only happened as a limitation of calclavia's implementation. In which he decided to force the left & right frame of the model. Then model design was meant to make these optional and animated.
