Go to a new region in nether, create a nether portal to overworld, goto overworld, break portal, create another same-shaped nether portal, light portal, then the color will be the same as overworld. Will recover in about 3 seconds.

Maybe the reason is that the biome data is not loaded in time and the fog color will look like overworld if the biome is missing.
