rotate_portal_around seems to be broken [1.19.3]

According to your testing, does the issue occur with ONLY Immersive Portals mod and Fabric API?

Describe the issue
this is before i used the command. i wanted to rotate the portal 45 degrees around the black wool.
this is the result. it was rotated around the correct axis, but the wrong origin.
also it rotated the destination, not the portal itself.
When the command targets two portal entities that are reverse to each other, this command will not work normally. Try targetting only one portal entity (for example by setting the portal a name). As I tested, when only targeting one portal entity it works fine.
