Hand animation still plays when trying to use flint and steel on the bottom/tops of glass panes or already mirrored surfaces

Using the flint and steel in such cases produces no other effect so the hand animation probably shouldn't be there. Also note that mojang have made a habit of fixing stuff involving missing/incorrect hand animations in 1.15/16.
