The Boat Whitelist doesn't seem to be working. I have the following config:

    # Blacklist for mobs who can't ride a boat [default: ]
    S:"Boat Blacklist" <
     >

    # Treat Boat Blacklist as Whitelist [default: false]
    B:"Boat Whitelist"=true

But mobs still spawn boats. I'm running a single player and LAN, Minecraft 1.12.2, Improved Mobs 1.2.4, and Forge 14.23.5.2768, and have quite a few other mods.
