Difficulty system does not inherit from Scaling Health

Issue:
Even when enabled in the config, improvedmobs' difficulty system does not use scalinghealth's.
Steps to reproduce:
Set "Use Scaling Health Mod" = true
Increase scalinghealth's difficulty with /sh_difficulty set 100
Summon mobs -> observe that they aren't using any armor or tools
Increase improvedmobs' difficulty with /improvedmobs difficulty set 100
Summon mobs -> observe that they are now decked out
Affected Versions:
- Minecraft: 1.16.4
- Forge: 35.1.36
- TenshiLib: 1.16.3-1.3.0
- Improved Mobs: 1.16.3-1.7.3
