How Are Mob Spawn Caps Controlled?

I noticed the other day, that I am seeing mobs "blink" into the world, then dissappear immediately. This is happening over and over constantly in different areas. I am trying to pin down some RAM usage issues, so I am curious as to what processes are causing mobs to constantly spawn and get deleted. Does In-Control prevent mobs from spawning, or does it delete them if they spawn and the cap has already been met? If it is the 2nd process... could this process of constantly allowing mobs to spawn then get deleted, then spawn again over and over be contributing to some of my RAM usage problems?
