How do I make a charged creeper drop an item?

Creepers and charged creepers both share the minecraft:creeper ID, but there's an NBT tag that separates the two. According to the wiki, charged creepers would have powered: 1 in their NBT string.
How would I format a loot.json file so that charged creepers drop an item, but normal creepers don't?
