Add nuclear alarm siren - a siren which in real life is placed on the top of the buildings and is turned on when there is some global accident (air raid, tornado, nuclear explosion danger etc). In Minecraft, it could be turned on manually by remote or nearby switch and could be heard up to 200 blocks.

Additional notes:
Model it as a real siren, not just a simple textured block as other mods do.
