Banners dont render on "it takes a pillage" illagers

Describe the Bug
banners will drop from certain illagers like the skirmisher, even though it never looks like they are wearing it. I can only assume that they are wearing it, but it doesnt render.
Reproduction Steps
- Spawn skirmisher
- kill them
- get banners
Expected Result
The banners should appear on their heads, but it doesnt, leading to people accidentally getting bad omen.
