Multiparts cannot change whether a tool is effective on them or not.

(As LMP doesn't redirect/overrule the method call in ServerPlayerInteractionManager).

This should now be possible with AbstractPart.calcBreakingSpeed and not dropping any items if the tool doesn't match, as it's now passed in as a full LootContext.
