Librarian Tweaks

This mod changes trade rate of enchanting books from librarian villagers to LOWER.

On trade level one you have about 67% chance of getting book trade. It gives only common books up to enchantment level 2 and has 9 trades.
On trade level two you have about 67% chance of getting book trade. It gives uncommon OR WORSE book on all level and has 7 trades.
On trade level three you have about 67% chance of getting book trade. It gives rare OR WORSE books and has 5 trades.
On trade level four 67%, gives very rare OR WORSE books, has 3 trades
On trade level five 100% chance of ONLY very rare book, 3 trades
