I am unclear on how you obtain the Withered Dirt. I would like to get Oleander, and my understanding from reading the wiki is that you need to plant a 2 high flower on withered dirt. I have scoured the nether looking for this dirt and cannot find it. Any tips or pointers would be greatly appreciated. Thank you.

Figured it out. You need to fight one of the bosses.
