Lagging boiler causes reactor to overheat

Issue description:

The thermoelectric gets less TPS than the fission reactor which makes the reactor overheat.

Steps to reproduce:

  1. Have a survival world with lots of machine, mods, and lag (about 10-15TPS)
  2. Have a slow burning potato computer
  3. Make a sodium fission reactor
  4. It starts out not overheating even after 1 minute
  5. You leave it for a while, then the boiler lags, the temperature spikes on both the boiler and the reactor.
  6. The reactor either explodes, turns off, or both.

Expected behaviour:

Everything should have the same amount of TPS, no matter what. Even if it's very low.

Version (make sure you are on the latest version before reporting):

Forge:1.16.5 latest version
Mekanism: MekanismGenerators 1.16.5 10.0.21.448; Mekanism 1.16.5 10.0.21.448
Other relevant version: Windows 10 64 bit, 4GB RAM, 256MB Shared Memory (VRAM), 2.5GB allocated to minecraft

Do you have performant installed? If so it is probably that just dropping ticks not the boiler lagging. In performant's config you can disable "tick event load balancing" as it doesn't really balance anything, it just drops ticks which makes our transmitters not work properly as they aren't aware time passes. (I strongly agree with you that everything should have the same amount of TPS, no matter what, even if it is very low, and it is one of the things that annoys me the most about performant)
