Issue description

So far I found 2 machines that don't display the warning bubble in the GUI for "Issues: Not enough energy to operate" text. These machines are:

• Modification station (with a meka-piece and a module inserted, waiting on energy)
• Resistive Heater (with a consumption set)

If I find any more machines, I'll add them here.

Steps to reproduce

1. Check the listed machines and see that they don't display the warning bubble while lacking energy, when they should.

1.21.1 (Latest)

NeoForge version

21.1.72

Mekanism version

Current Dev Branch (Manually Compiled, specify git commit hash)
