Fusion reactor doesn't accept water after the server is restarted

Issue description
The server is running on Aternos, so it shuts down a couple minutes after the last player logs off. Point being, the server gets stopped and started regularly. There's an existing issue where a freshly constructed reactor (including if I modify it by removing and replacing a valve or whatever) won't accept water, but that's easy enough to work around by changing the burn rate to a different value then changing it back.
However the more concerning issue is that the reactor exhibits this same behavior after the server is stopped and started. The reactor is supposed to run unattended. This seems like it could be related to #7957, though I am not using D-T fuel and my reactor did not require reignition. It also seems like it could be related to #7977.
Steps to reproduce
- I built a water-cooled fusion reactor fueled with D and T separately.
- I ignited it. It worked.
- I stopped playing and the server shut down.
- I started the server and connected.
- The reactor is still running but air cooled instead of water cooled.
- I have to change the burn rate to get it to go back to water cooled.
