Issue description

Whenever upgrading to a factory the power useage is incredibly high until the block is broken and replaced. The values are all stock mekanism configs for power ueage etc. You can see the bug in action here on Chosen's Video in Ocean Block 2

Also test on the latest Mekanism release, that version is 7 releases old

Sorry this is actually on Mekanism-1.21.1-10.7.10.73, must have hit the wrong dropdown option, updated the original post. Full mostlist is OceanBlock2 pack, on curseforge for FTB APP.
