Fission reactor's coolant buffer is vastly insufficient for its heating capacity

Issue description

If you build a decently sized fission reactor, say 6x6 base 7 high, the calculated coolant tank will be 25,200,000mB, but the problem is if you were to set the reactor towards the higher levels of its capacity it will burn through its coolant in only a few ticks, and you cant use external tanks because of #753, as such you end up needing to build a very oversized reactor just to use it at only 10% capacity or less, otherwise you simply cannot reliably run the reactor

The coolant capacity is massive. You problem is likely throughput of the coolant.
At higher capacities (I believe 700+ burn rate) sodium is necessary.

You can build a reactor port to port with a turbine to maximise coolant recycling

My 6x6x7 reactor runs just fine with water at its full burn rate (32)

I've found that sodium is necessary for only 48mB burn rate unless the reactor is very overbuilt, and the problem is that the heat rate for sodium tends to be about half the capacity of the reactor itself, thus it burns through the buffer in only 2-3 ticks.

If you're saying that the buffer for sodium is supposed to be 10x higher than it would be with water, thats obviously a bug then because that simply doesnt happen, which of course leaves water as the much much safer option, but still it takes less than a second for the water to be burned up, and as such you really want a buffer of coolant somewhere to account for the amount that has to be sent through tubing, at which point we fall back again to mekanism/Mekanism-Feature-Requests#753 or otherwise having to use a very large bank of individual tanks to keep up with the needed throughput

this reactor for example only has a little more than two ultimate gas tanks of coolant capacity, same sized dynamic tank has 160 times that when using gasses (sodium), or 3.5 with liquids (water), unlike the dynamic tank the reactor's coolant volume doesnt change between the two

I was a bit unclear there - the reactor itself is fine, but any comparisons to the dynamic tank are irrelevant.

I was referring to the whole setup that prompted this:

as it is not true at all.
