Fission reactor doess not use water continously

Issue description

Expectation: Fission Reactor uses water continuously to produce steam
Actual outcome: Fission Reactor may not use the water up.

Steps to reproduce

Build a fission reactor with water cooling setup. Let water pumps be the only input for the reactor water. Ensure there is enough fuel and steam is removed from the reactor, but no other source of water exists for the reactor (ie no loop with turbines).

Now with the reactor full of water I set a burn rate and wait till the reactor is full again. With the reactor running I disconnect the water supply and observe the water level in the reactor to stay constant (goes up and down by 50mB). I last tested this with a burn rate of 60 mB/t (Heating Rate: ~1,199,060 mB/t, Temp: 348.76°C).

Since the reactor is supposed to use the fuel to heat water and produce steam I would have expected the reactor to drain its tank and then explode in a rather short time. This does not happen at all. Instead the reactor would run without adding any water forever.

If I increase the burn rate the water level goes down to a stable point and then does not drain any water anymore. Increasing the burn rate can lead to the reactor exploding, if the increase is too much and no additional water is supplied. But after it stabilized I can very well fill the reactor up with any amount of water and then increase the burn rate again.

I tried to rebuild my reactor setup in a more simplified version and it did not show the issue. I tried also the max reactor and it did not show it. I have an entangled block, which is entangled with the coolant output port of the reactor and it is sitting on the vent of the turbine. It seems now to me I made a false assumption and the turbine is actually providing water to the reactor through the entangled block. I did not think this would be the case, since it does not work for steam that way, but maybe it does for water. So I moved the block and let it not touch a vent. Suddenly the reactor water level drops as expected. Thus this is no issue.
