Issue description

my fusion reactor shuts down on server restart. chunks are claimed and loaded. ATM8

when i leave and return reactor is shutdown

Looks like a duplicate of #7587 so what mek version are you using given based on other things you said I highly doubt you actually built mek from source and are using that instead of whatever version the pack you are playing ships with. Also is the entire reactor chunk loaded/do you have enough fuel production to make sure it stays running as if the reactor goes without fuel for any period of time it shuts down.
