Issue description

Broken tags in mekanism causing recipes to not exist, such as water in the electrolytic separator, that recipe no longer exists and impedes on my ability to chemically do anything.

Steps to reproduce

1. Load my custom modpack
2. Log into the single player world
3. Be greeted with red text informing of broken tags and checking the server logs
4. Check said logs
5. Notice the empty tags per broken recipes

I've also attempted to downgrade mekanism a version, but the issue persisted.

#7831 I did see that the user here was having a similar issue, and even tried BazZziliuS's KubeJS script solution but it still blared redtext for me.

Look for "couldn't load tag" messages. It's not our issue
