Issue description

I know it's much of a big deal to duplicate water. But I was tinkering with the turbine, I discovered that no mater what my input rate was, the vents would always output the same amount. So if I input 1 mb/tick of steam I receive 512,000 mb back in water.
There is no problem with the output scaling with the size of the turbine. I would just think it the output would be relative to input.

Steps to reproduce

Build a small turbine, 5x5 with 3 routers will do.
Add a valve and cause a input rate of 1 mb/tick of steam.
Easiest way to do that is with a un-upgraded rotary condensentrator.
Add the output to the vents.
