Fission reactor takes water endlessly

Issue description
Expectation: Once the Fission Reactor tank is fill, it should no longer accept water
Observed: The Fission Reactor takes any amount of water once the tank is full.
Steps to reproduce
Build a fission reactor with water cooling setup. Let water pumps be the only input for the reactor water. Ensure there is enough fuel and steam is removed from the reactor, but no other source of water exists for the reactor (ie no loop with turbines). Have a tank of any kind in between pumps and reactor and let pipes pull the water from the tank to the reactor.
Once the reactor is full, I would have expected the tank to fill up, but it stays empty. It does not matter if the reactor is on or off for this as long as it is formed. The pumps and pipes are able to provide a surplus of water compared to the heating rate.

Is this on a server? If so, can you try on single player and see if you get the same? If you create a new world and use creative mode, you can use /mek build fission to build a max reactor (in case you weren't aware). Are you sure the pipes are not just filling up? They have a decent sized buffer
They are shown as containing nothing according to the info on the top screen. They do have the blue color from water. Which means for me all the water goes to the reactor. If I use the configurator to disconnect the pipes from the reactor, they are full right away.
Probably is a conflict with this mod:
