Describe the bug
The laser hub breaks immediately upon trying to place it. There are no other laser hubs within a 16-block radius of it.

To Reproduce
Steps to reproduce the behavior:

1. Obtain a laser hub.
2. Try to place it.
3. It breaks immediately.

Expected behavior
The laser hub places successfully, unless there is another one within a 16-block radius of it.
