Would really like to be able to say "this recipe requires 200 steam per tick (or second) and takes 200 ticks to run", instead of it demanding all the fluid up front.

The inverse of this would also address #48 (outputting 200 steam per tick instead of outputting 4000 all at once)

Mod removed from pack for ethical reasons; feature no longer desired.
