Describe the bug

Placing a breaker module (wooden) into a router should theoretically break snow, and give snowballs, but it doesn't.

How to reproduce the bug

Place a snow block, or snow layer, and set a breaker module in and adjacent router to attempt to break it.

The snow will not break.

Expected behavior

Snow block or layer breaks, and snowballs appear in the buffer.

Additional details

Confirmed by @desht as being possibly because the router is using a pickaxe, and the snow requires a shovel to drop anything.
