[BUG] The more Modular Routers I have chunk loaded, the slower each one goes.

Describe the bug

Unlike every other machine in my world, the more Modular Routers I have running and moving items, the slower each one goes.
TPS is perfectly fine, so it isn't lag.
Each Router has 9x Speed Upgrades, and I noticed with the first Router I placed it was going almost every tick, now that I have 20+ each goes once every second or few seconds.
My entire base runs on Modular Routers wirelessly moving items around.

How to reproduce the bug

  1. Place more than 10-15 Modular Routers down.
  2. Give each Router 9x Speed Upgrades and a task that has them moving stuff as often as possible.
  3. See issue.

Expected behavior

Each Router should be able to move things as quickly as having only a single Router with max speed upgrades.
