I have not seen this in any redstone mod; a counter module.
Basically it would have a GUI where you can set an integer. Every time it gets a signal on the input, it would count up 1 (starting from 0). Once it reaches the preset amount, it would output a redstone signal. To reset you would supply a redstone value on the side.
