There can be a new item, or one of the existing vanilla items (e.g. honeycomb), to make a redstone unit/wire/paste waterproof, and waterlogged if necessary. It can persist water-proof even if destroyed and dropped as item, then put underwater directly.

Waterproof/waterlogged cables is a good concept but should probably be the default. Will mull this over.
