[Bug]: Unable to shoot arrows using the crossbow while wearing the mutant skeleton head

Current behavior: While wearing the mutant skeleton head, you can load a crossbow but you are unable to shoot with it. If you load the crossbow while wearing the head and then take it off, the crossbow will shoot 3 arrows similar to a Multishot enchantment.

Steps to reproduce:

  1. Wear the mutant skeleton head
  2. Load a crossbow
  3. Attempt to shoot with the crossbow

Expected behavior: You should be able to use the crossbow while wearing the mutant skeleton head.

This is fixed for 1.20.1, will backport at some point.

Version 1.19.2 and v4.0.6 have issues with the performance of crossbows under the mutated skeleton set, with abnormal archery behavior. This bug has been around for some time and I would like to know when it will be fixed please :(
