What happened?

Some blocks require shears to be harvested, namely cattails, duckweed, and chrysalis. However, the loot tables for these blocks specify the item minecraft:shears instead of the tag forge:shears for Forge or c:shears (or the equivalent to that) for Fabric.

I suggest that the loot tables of these blocks be changed from relying on just vanilla's shears to shear tags to expand compatibility with modded shears.
