This simply makes players unable to place blocks. The best scenario to use this in is multiplayer servers or in minigames, but it works in singleplayer too.
You can combine this with my other mod "No Block Breaking For You!" which makes players also unable to break blocks and "No Dropping Items For You!" which makes players unable to drop items.
