Just purely visual, obviously. I tried replacing the rain texture with the snow texture but the particles are massive, plus it still makes the raining sound.

You can probably use seasons to make it snow everywhere, or use worldedit when playing on creative to change biomes, a toggle for snow doesn't really make any sense imo
