If an unemployed villager exists within a village, it could detect this and build a new structure near the village out of the pool of structures that provide a workplace, and use the villages theme.

This is what they call, "non-trivial". Probably take too many hours to implement. I'll leave it open til I investigate it.

This is very hard. It's an interesting idea that would be better as separate mod. But probably can't do this one.
