[Bug]: un able to load builtin resource pack for subtle effects mod with resourcepack overides config

so i coppied the resource pack id from in game in the resource packs options with c controll and tried the following and could not get it to load, the pack i was trying to load is the builtin water color biome particles from subtle effects;
